Cost Management Services couldn't open its Farmington office Monday because of the power failure, but that wasn't owner Brian Kelly's biggest problem.

With a phone system that could roll over calls to people's homes, and employees without power at home able to park themselves at Starbucks, Kelly figured the IT firm could carry on at 60 percent efficiency.

The trouble was that the two companies where CMS consultants are now working also were closed for lack of power. And that means CMS is losing about $4,000 a day in revenue.

"We can't afford to have salaried people not be billable," Kelly said. "Every day that goes by, the pressure increases." Three or four days with clients off the grid would push CMS to a loss for the month, he said.

In Stamford, the lack of Metro-North service, combined with hurricane damage at home, meant that just 200 of 900 workers at Pitney Bowes' headquarters got to the office, though some were on scheduled vacations. At the company's Danbury mail-sorting equipment factory, nearly 700 people were idled by a power failure.

Despite that, spokesman Matt Broder said, Pitney Bowes' well-established work-from-home, flex-time culture meant most workers who use computers were able to be productive.

"I'm a train commuter, I'm working remotely," said Broder, who lives in Hamden. He had power, but said he trusted that even workers who don't — four of his 10-person team — would find a way to work through neighbors or coffee shops.

As hard as it is to believe when life is so disrupted, and hundreds of thousands of residents face tree-trimming and flood-remediation bills, Tropical Storm Irene is not likely to be a drag on the state's economy. Certainly there are winners and losers, but what the economy needs is for money to move around, and that definitely happens after natural disasters.

Many homeowners and businesses are bearing costs that aren't covered by insurance. But the biggest economic effect is lost productivity when people can't get their work done — and that's largely temporary, some experts said.
