For the last century in America, the telecommunications industry has been guided by the principle of Universal Service.   This vital national goal means that the value of the entire network is enhanced by everyone being connected.  This is accomplished through ensuring  those living in remote or rural areas have  access to comparable communications services available in urban areas at comparable rates.  Have you ever wondered how your local phone company can afford to bury a line out to the farmer living many miles out of town or even miles from his nearest neighbor?
