Steel closure a real threat
An American analyst warns the danger of U.S. Steel’s Hamilton Works closing is a real threat local players should not ignore.
James Craft, of the University of Pittsburgh business school, follows U.S. Steel’s affairs closely and warns the company will not hesitate to close the former Stelco mills if it doesn’t get the cost-cutting concessions it demands from workers – or the sewage treatment agreement it wants from city council.
In a surprise move Thursday councillors voted not to give the company an open-ended extension to its sewage treatment agreement with the city. Without that deal, the company said, it could not continue to operate its coke oven battery and if that was entirely shut down it could lead to the final closure of the plant.
“There is a real question here whether the plant will even remain open,” Craft said. “The company apparently is willing to shut the plant down and this could be the basis for it.”
The key point for the company, Craft said, is winning the cost-cutting pension concessions it has demanded from Hamilton workers. That’s a point on which the company can’t bend – if Hamilton workers are allowed to keep an indexed defined benefit pension, other workers in the sprawling U.S. Steel empire will demand the same.
To win that point, he said, the company would be perfectly willing to sacrifice the Hamilton facilities and 900 local jobs.
“The company needs to get these concessions throughout the system,” Craft said.
Local 1005 president Rolf Gerstenberger did not return calls for comment. In the past, however, he has said publishing warnings such as Craft’s only help the company spread fear among workers.
Since 2009, U.S. Steel has been operating under an agreement with Hamilton that allowed it to pump phenol-laced sewage into the city’s pipes and to pay Hamilton to process that waste water. The agreement expired at the end of 2010, by which time the company was to have completed a water treatment plant on its own on the Stelco property. Work on that plant came to a screeching halt, however, when the company locked out its Hamilton staff to back demands for pension changes and the contractor overseeing work on the plant refused to cross the picket line.
