District 3 candidates ready for primaries

Political newcomer David Bell, a retired Oklahoma Highway Patrol trooper, will face veteran candidate Randall Reese, 53, a telecommunications technician, in the Republican primary.

The winners of the Sept. 13 primary contests will advance to the Nov. 8 general election. The District 3 seat is a three-year term.

The district covers the northeast section of the city, including Tulsa International Airport.

The district lies between the county line to the east and roughly from Utica Avenue angling to Memorial Drive on the west. The northern edge is 56th Street North and the boundary to the south is split along Admiral Boulevard and 11th Street.

District 3 has 8,555 Democrats, 4,883 Republicans and 2,253 independents, Tulsa County Election Board registration records show.

Democratic primary The Democratic primary will be the ninth battle between Turner and Patrick. The seat has bounced back and forth between the two since the mid-1990s.

Although Turner, 79, contemplated not running, "I didn't want to just hand the seat to David."

Turner said he is going to try to run a clean race and not criticize Patrick, "unless I'm forced to."

"My main focus is returning and finishing what I started," he said. "What I really want to do isn't for me but for all the young people here in Tulsa."

"Everyone says I'm old, but what is old is our form of government," said Turner, who has spearheaded a Nov. 8 ballot question that seeks to change the government structure to a council-city manager.

"It's about coming into the 21st century," he said. "This will remove the adversarial relationship that is preventing us from moving forward."

Turner said if voters approve the new form of government, he would stay long enough to get it up and running and to see the Mohawk soccer complex completed "and then I might just walk away from all of this.

"We simply no longer can compete as individual cities. We really are part of a mega-region which really competes against other regions across this country - other metropolitan areas," said Tulsa Chamber President Mike Neal.

Their compact includes cooperation both economic development and legislative agendas.
